Provincial attestation letters are now the bottleneck. Here's how to time your application.
Canada now limits how many study permits it issues each year, and every applicant except master's and PhD students needs a provincial attestation letter (PAL) before they can apply.
The practical effect is that timing matters more than it used to. Colleges in popular provinces can run out of PAL allocations months before the intake starts.
Our advice: apply to institutions in October for the September intake of the following year, keep your GIC ready before the offer arrives, and choose programs that align clearly with your previous study or work so your study plan reads as genuine.
